This device, called a train positioner, is what the plant used to pull the cars through the rotary dumper.  That big arm would swing down between the cars and then clamp on to either side of the couplers and then pull the entire 100+ car train forward one car length.  Note the size of that steel cable.  They had to use a locomotive for the first three cars, but after that, it was all done by this big arm.
